Office of Research Compliance Update

From: John MacMillan, Interim Vice Chancellor for Research

January 26, 2023

Dear Colleagues,

I am writing to share two compliance related changes for grant proposals, an update on adjusted salary tables for new grant submissions and advanced notice around a transition to a new budget building tool for proposals.

Foreign Influence

In order to comply with evolving federal regulations related to disclosing foreign collaborations and other support, the Office of Research has updated Cayuse to include screening questions. These questions are meant to trigger information that needs to be disclosed on all applications and progress reports for projects with federal funding.

When completing a proposal submission in Cayuse, if you check “yes” to any of these questions, no further action is necessary in Cayuse. However, the information regarding a foreign component or other support should then be included in your proposal submission in the other support or bio-sketch sections. Each federal funding agency has specific requirements for disclosing a foreign component or other support, and the Office of Research website has been updated to include links to this information.

Any omission of this information, even if unintentional, may lead to your project not being approved, a delay in approval, or further investigation by federal agencies. Please feel free to contact me directly if you have any questions.

NIH Scientific Data Sharing

The NIH has implemented a new Data Management and Sharing policy that is effective for new grants submitted starting January 25, 2023. If you plan to submit a proposal to the NIH, please reference the Office of Research NIH website for resources, templates and standardized text. Specifically, the link provides text to be utilized for required element 6, Oversight of Data Management and Sharing.

Budget Tool The Office of Research has for a long time utilized a macro-based excel spreadsheet for building budgets for grant proposals. We understand that this has not been the ideal solution and has led to challenges for faculty and staff. We are in the process of onboarding a new web-based budget tool for grants that we expect to begin rolling out over in the coming months. This tool will be more user friendly and accessible for those that want to develop preliminary budgets. Stay tuned for training sessions for the new tool.
